Preparing a transport vision for a growing borough requires more than forecasting traffic. It demands a clear understanding of place, people and long-term opportunity.

Latcham was commissioned to develop the strategic transport vision and evidence base for Thurrock’s Local Plan and Local Transport Plan, creating a coordinated framework to support sustainable growth across one of the UK’s most complex development areas.

Challenge



Thurrock faces exceptional planning complexity.

With major housing growth, extensive Green Belt, nationally significant infrastructure and an 18-mile River Thames frontage, the borough needed a transport strategy capable of connecting existing communities with future development without increasing congestion or compromising quality of place.

The challenge was to move beyond traditional transport planning and establish a long-term framework that aligned infrastructure investment with wider regeneration ambitions.
